Make up help for blue eyes?

HELP! I LOVE wearing make up..I just can't seem to make it look really good. Make sense? Lol.

Okay, I have blue eyes, dirty blonde hair, and tannish skin.

I have
Maybelline Great Lash Big Mascara in brownish black
Maybelline Colossal Volume Express Mascara in glam black
Clear mascara
Cover Girl Perfect Point Plus eyeliner in charcoal
Maybelline Line Express Eyeliner in bronze
Maybelline Mineral Powder Foundation
and a
Maybelline eye lash curler.

What can I do with all this?
What colors go best with blue eyes?
How should I line them? Just the top or top and bottom?
What about eye shadow?

I want it to look like I have make up on, but not like a spent hours doing it. I also want it to make me look older, instead of like I'm trying to hard. Lol.

Make sense?

So I shouldn't use any eyeliner on my bottom lashes?

Okay, well I do some of my friend's makeup every now and then and this is what I do for my blue-eyed friends (I don't think I use any but one of the products you have above but I am sure you can adjust my steps to match your products or similar products that are not as expensive)

Step 1: Clean my face with warm water and soap.
Step 2: Moisturize with some regular lotion (Aerie Mandarin Blossom)
Step 3: I use Maybelline Smooth Result Age Minimizing Makeup as foundation and apply all over my face.
Step 4: Then I put some resilience eye cream on my eyes to help keep it on there (Estee Lauder Resilience Eye Cream).
Step 5: I apply white shimmery shadow from my top lashes to my brow (but not enough to really show, just to sparkle).
Step 6: Line my eyes with Midnight Black Brow and Eye Makers from Cover Girl (lower lashes only)
Step 7: I then line my top lid with Beauty Marked eye shadow from MAC
Step 8: I cover my top lid with Creme De Violet eye shadow from MAC
Step 9: I apply a very little bit of White Frost eye shadow from MAC to a blush brush and just use it to blend and add a shimmery touch to my eyes.
Step 10: Lastly (for my eyes) I use Hush to highlight my eyes.
Step 11: Curl eyelashes with an eyelash curler
Step 12: Apply Maybelline clear mascara, and then put Maybelline Colossal Volume Express Mascara on top.This is a very simple makeup look I do. This takes me not much time. If you have any questions, you can e-mail me.

If you want to do more than you eyes,

Cheeks:
Apply a light colored blush to add just a small hint of color so you look like you do have on makeup.

Lips:
Put on a small dose of chap stick to your lips, then put on a lip-colored lipstick (you don't have to if you don't want to) and then put on some clear lip gloss to give your lips a shiny look.

Face (not required but a fun shiny thing to do):
Use a small amount of brown shimmer powder on either a Kabuki brush or a blush brush and apply to your whole face to give you a nice sparkle.
