Good eyeshadow palette for brown smokey eye?
I want to get this smokey eye look:

I'm totally new to eyeshadows, I don't even know which brands make palettes. 
Any (drugstore brand) recommendations?
Also would I need a black or brown eyeliner?
Try L'Oreal HIP eyeshadow duo in Shady. The darker shade will be decent for that, but you'll need a deeper contour. I love Embark by M.A.C. It's one of those shadows that transforms with whatever color you put it over. It creates amazing depth and blends with any shade.
I have a dark brown shadow by CoverGirl that works just fine. It's high shimmer, but it's not sheer like the others. Try doing a base with a matte bone color (Revlon has some), do the lid in the dark shade of Shady, the crease and contour with Embark (use M.A.C. brush #217), and then if you want some pop do a quick all-over blend with a shimmery brown. It would still look good with those lips if you choose to do shimmer.
Use a soft black eyeliner pencil and smudge it in, then redo the line just over the lashes and the lower lid...mascara on top and bottom and you're out the door
